Education Service Center Region 11 is the second largest Education Service Center in Texas. Its engagement with Zayo began with 120 schools and has since grown to 215 schools and district offices, a regional footprint serving more than 590,000 students in the Dallas-Fort Worth area.

K-12 institutions like ESC Region 11 require high-bandwidth connectivity for critical K-12 platforms and internet access, and networks must meet or exceed USAC's per-student bandwidth guidelines. As single subscriber district entities, school systems also need dedicated infrastructure that delivers a high level of security.

Funding and compliance add further complexity: E-Rate projects must navigate unique procurement criteria and be delivered on time and USAC compliant, while schools work to stretch budget dollars against competitive market rates from other carriers.

Zayo delivered more than 1,000 miles of dedicated fiber infrastructure to ESC Region 11 through a combination of its existing network and new build. The network connects hub locations and district sites across the region, and a 200G IP service ties back to Zayo's IP core in Dallas.

Because Zayo owns the underlying fiber, it can seamlessly scale bandwidth over the lifetime of the service, meeting or exceeding USAC's per-student bandwidth guidelines. Internet connectivity rides Zayo's Tier-1 IP backbone, which spans 200+ IP PoPs with 14+ TB of peering capacity and is ranked a top 10 global ISP by CAIDA. By providing dedicated fiber throughout K-12 school districts and tying back to its Tier-1 IP core, Zayo provides the highest level of security to single subscriber district entities, along with direct connectivity to public cloud providers such as Google and AWS.

Zayo brought deep E-Rate experience to the project. An active E-Rate participant for the last 8 years, Zayo has provided E-Rate funded services in 23 states, delivering networks on time and USAC compliant, and has been awarded more USAC Special Construction dollars than any other carrier participating in E-Rate, with over $200M in application requests. Leveraging Zayo's owned end-to-end services minimizes support and operations requirements, helping schools save considerable budget dollars compared to the most competitive market rates from other carriers.
